OKLAHOMA CITY – Governor Mary Fallin today announced the appointments to the following boards and commissions.
Board of Agriculture
Ed Hurliman of Broken Bow is owner of Hurliman Forestry Services, a private forestry consulting business. He is the first forester to be appointed to the Board of Agriculture. Hurliman received a bachelor’s degree from the University of Illinois. He is a current member of the Society of American Foresters and the Oklahoma Forestry Association. Hurliman also serves on the board of directors for the Oklahoma Forest Heritage Center, First National Bank of Idabel and on the Natural Resources Conservation Service Technical Committee. Hurliman is replacing Don Britton and represents District 1. The appointment requires Senate confirmation.
Board of Governors of the Licensed Architects, Landscape Architects and Registered Interior Designers of Oklahoma
Randy Weatherly of Bartlesville is the vice president and principal of Ambler Architects. He received a bachelor’s degree from Kansas State University. He has served on the board since 2004. Weatherly is being reappointed and serves as a person engaged in the practice of landscape architecture in the state, as required by statute. This appointment does not require Senate confirmation.
David Hornbeek of Edmond is owner of Hornbeek Blatt Architects. He is the past vice president of the American Institute of Architects. He received a bachelor’s degree in architecture and a degree in environmental design and a master’s degree, all from the University of Oklahoma. Hornbeek is replacing Bruce Bockus and serves as a person duly licensed to practice architecture and actively engaged in the practice of architecture in the state, as required by statute. This appointment does not require Senate confirmation.
Mark Dale of Oklahoma City is owner of Carriage Homes, a custom home building company. He received a bachelor’s degree from Duke University and a masters in business administration from the University of Colorado. He is a past president of both the Oklahoma State Home Builders and the Central Oklahoma Home Builders Association. Dale is replacing Timothy Towery and will serve as a lay member at the pleasure of the governor. This appointment does not require Senate confirmation.
J. Mark Taylor of Edmond is a registered interior designer and owner of Traditions Fine Furniture and Design. He is the current president of the A.R.T.S. Foundation. He received a bachelor’s degree from Oral Roberts University and a master’s degree in music from Oklahoma City University. Taylor is replacing Martina Gangel and will serve as a registered interior designer. This appointment does not require Senate confirmation.
State Board of Licensure for Professional Engineers and Land Surveyors
Mark Fuller of Norman is the director of business development for Smith Roberts National, a nationwide land survey coordination firm. Fuller received a bachelor’s degree from the University of Oklahoma. He is being reappointed to the board. Senate confirmation is not required for his appointment.
Bob Zahl of Oklahoma City is the corporate president at Zahl – Ford, an engineering firm. He is a current member of the Oklahoma State Construction Industry Advisory Committee, Mechanical Installation Code Variance and Appeals Board, the Electrical Installation Code Variance and Appeals Board and the Plumbing Installation Code Variance and appeals board. Zahl received a bachelor’s degree from Oklahoma State University. He is being reappointed to the board. The appointment requires Senate confirmation.
Oklahoma Wildlife Conservation Commission
John Groendyke of Enid is the chief executive officer of Groendyke Transport, a trucking and transportation company. He received a bachelor’s degree from Oklahoma State University and a law degree from the University of Oklahoma. He is being reappointed as commissioner of District 8. He was first appointed to the commission in 1976 and has served several of his terms as chairman. The appointment requires Senate confirmation.
Board of Directors of the Oklahoma Historical Society
Martha Lippert of Edmond has been a community volunteer for a variety of organizations such as the National Cowboy and Western Heritage Center, the Oklahoma Heritage Society and the Oklahoma Symphony Society. She received a bachelor’s degree from Oklahoma State University. She is replacing Jan Vasser and will serve as an at-large member. This appointment does not require Senate confirmation.
Frederick Drummond of Pawhuska is a retired cattle rancher and veteran of the Korean War. He currently serves on the Gilcrease Museum board and is a member of the Oklahoma Hall of Fame and Oklahoma Cowboy Hall of Fame. Drummond is a past president of the Oklahoma Cattlemen’s Association and Oklahoma State University Alumni Association; he also is past vice president of the Oklahoma Heritage Association. Drummond received a bachelor’s degree from Oklahoma State University and a master’s in business administration from Stanford University. He is replacing Bob Klemme and will serve as an at-large member. This appointment does not require Senate confirmation.
State Board of Cosmetology
Pam Martin of Broken Arrow is a salon manager and master instructor at Clary Sage College. Throughout her 18 years in cosmetology, she has owned a salon, taught at multiple institutes and served as a department head. Martin is replacing Kelon Carter and serves as a cosmetologist from Congressional District 1. This appointment does not require Senate confirmation.
Dianna Fisher of Ardmore is a student services coordinator at Southern Oklahoma Technology Center. She is a member of the Association for Career and Technical Education, Oklahoma Association for Career and Technical Education, the Oklahoma School Counseling Association and the American Counseling Association. Fisher earned a bachelor’s degree from the University of Central Oklahoma and a master’s degree in school counseling from Southwestern Oklahoma State University. She is replacing Tuan Nguyen and will serve as a cosmetologist from Congressional District 4. This appointment does not require Senate confirmation.
Board of Trustees of the Teachers’ Retirement System of Oklahoma
James Dickson of Oklahoma City is the president of the BancFirst trust division. He is on the board of directors for the Oklahoma City All-Sports Association and is a committee member of the Oklahoma Center for the Advancement of Science and Technology. Dickson received a bachelor’s degree from Oklahoma State University. He is replacing Richard Gorman and serves as a member who shall have professional experience in banking and experience in investment or funds management. This appointment does not require Senate confirmation.
Oklahoma Compensation and Unclassified Positions Review Board
Andrew Tevington of Oklahoma City is the general council at the Oklahoma Corporation Commission. He serves on the Oklahoma State Bar Government and Administrative Law Section, Oklahoma State Bar Committee on Rules of Professional Responsibility and the Oklahoma State Bar Litigation Section. Tevington earned a bachelor’s degree from Oklahoma State University, a master’s degree in divinity from Phillips Theological Seminary in Tulsa and a law degree from the University of Oklahoma. He is replacing Phil Kraft, who resigned. Tevington will serve as a representative of a state agency with fewer than 500 employees. This appointment does not require Senate confirmation.
Oklahoma Merit Protection Commission
Kim Neese of Yukon is president of Terry Neese Personnel, a staffing agency. She previously worked as a financial analyst for the Oklahoma Water Resources Board in Oklahoma City. She is a member of the Women Presidents’ Organization and National Association of Women Business Owners. Neese earned a bachelor’s degree from the University of Central Oklahoma. She is replacing Jerry Rackley. This appointment does not require Senate confirmation.
